He was born in Malatya in 1976. He completed his primary, secondary and high school education in Malatya. Doğan who graduated from the department of Business Administration in Anadolu University, is carrying out duty as the vice-chairman of the Board of Directors of Şark Inşaat and general coordinator at present and knows English, Arabic and Russian.
